Two files. Nine behaviors.

Codex discovers a pet from a local folder containing a short manifest and a transparent WebP atlas. We keep that boundary visible instead of hiding it behind an opaque remote installer.

Public uploads need ownership records, content licensing, abuse reporting, malware-safe processing, rate limits, and human review. The local package lab ships first; community publishing will not be opened as an unmoderated file host.
